PAC hearings flag hospital capacity, eID gaps and audit backlog
Public Accounts Committee sittings dominated the day, as the HSA warned of the need for a new hospital and officials conceded weaknesses in tracking social aid.
Parliament's Public Accounts Committee provided most of the substance today. The Health Services Authority told the committee that the Cayman Islands will need a new hospital in the near future, as population growth pressures George Town Hospital and demand for beds stays high, Cayman Marl Road reported. Deputy Governor Gloria McField-Nixon acknowledged the civil service had "fallen short" in responding to Office of the Auditor General reports and said a fundamentally different approach was under way, according to Cayman News Service; Cayman Marl Road reported a new central digital system has been deployed to track outstanding audit and PAC recommendations.
Other PAC evidence went to service delivery. Ministry of Social Development and Innovation chief officer Nellie Pouchie said some government departments still do not accept the government's eID card more than eight months after launch, the Cayman Compass reported, while the Cayman Independent noted the committee heard a Cayman Islands passport is not sufficient proof of Caymanian status for My eID applications. MPs also questioned whether the impact of financial assistance programmes is adequately measured, with officials conceding more work was needed, per the Compass and the Independent.
On the commercial side, Customs and Border Control confirmed the permanent CI$800 duty-free allowance for returning residents is now in effect following the end of the temporary CI$1,000 summer allowance on 31 August, as reported by the Cayman Compass. The Compass also reported PROVEN Bank remains profitable but that chief executive changes come amid a falling group share price, dividend suspensions and asset sales. The Cayman Independent recorded a 24.7% rise in year-to-date job postings.
Offshore law firms reported mandates: Maples advised SHEIN on a US$1.6 billion Hong Kong IPO and Ogier advised Japan's Instinct Bio on a US$288 million Nasdaq deal. Cabinet has approved a Focus Sports Framework tightening funding, safeguarding and compliance requirements for ten supported sports, Cayman Marl Road reported, and the Compass reported beach restoration at the Grand Cayman Marriott being hailed as a blueprint for Seven Mile Beach.
